It's not clear from the article but I would hope that when he called emergency services that they told him to move, and yet he stayed there for 3 hours. What on earth was he thinking???

What gets me is he did put sand over it to limit any blast effect, and only laid down on it when it made funny noises, and didn't get up even after the area had been evacuated. Everything after the sand reads as nonsensical. Thanks!
