Jose Ortiz, 48, used bolt cutters to strop wiring from a transformer box. The cutters were found soldered to the box.

A hat, socks and shoe were found nearby.

Ortiz was taken to the hospital wearing the remaining shoe, which matched the one found at the scene, police said. He was declared dead there.

Investigators did not know who brought him to the hospital.

They believe he did not get a chance to steal anything.

Officials said the apartment had been targeted before by burglary suspects. They said the building was stripped.
