French neighbour

As I was living in the neighborhood of Paris (Rueil Malmaison),we all had gardens.One night, our neighboor decided to cut some parts of a tree that could have fallen and " hurt people en the street". He thought he could do it alone, ant went with a chainsaw and cut. He also cut electric lines, plunging the entire neighborhood in the dark. Luckily, he didn't die and only got a little shock. However, he thought he could, before the arrival of police, finish the work and so, tried again with a saw.

The firefighters were able to save him at the last moment, and stop his foolishness. I propose he is nominated as an At Risk Survivor.
