UP THE RIVER WITHOUT A PADDLE

The City of Winnipeg in Manitoba, Canada is protected from flooding by a Floodway (a large ditch that diverts water from the Red River around the east side of the City). The Floodway is usually used only in the spring but due to heavy and continous rain it has been in use since Mid June, 2005 diverting approximately 50,000 gallons of water a minute from entering the City.

The operation is fairly simple. At the south end of Winnipeg spanning across the Red River is a Control bridge with barriers inserted into the bottom of the river bed. When the need arises to divert water from the Red River into the floodway these barriers are raised from the bottom, backing the River up and it diverts into the floodway entrance. This creates a "Low head" dam effect at the control gates as the River contiunes to flow over the gates.

On July 3, 2005 in the morning our hero, Kelvin MILLEN, 20yrs, and two friends had little to do to occupy themselves. They drove about, stole a canoe and attended upstream of the control gates and observed the rapid flow of water passing through the gates. Thinking that riding the churning water would be a fun thing to do the three set out to lauch their stolen vessel picking up debris, pieces of boards & plywood, to use as paddles. No life jackets in use or available.

An off-duty police officer witnessed the launch of the canoe which immediately became caught in a back current and was rushing towards the down river side of the control gates. Two of the canoes occupents were able to leap out and grab a guard rail where they were pulled to safety. Mr Millen was still with the canoe when it was smashed to pieces by the flow of water. His body was subsequently recovered from the river several miles upstream on July 13, 2005
