Ulitmate election loss

On 8 June 2003 there were city major elections in Ukrainian city of Zaporije. 22 candidates battled each other.
Acting province governor unsurprisingly for Ukrainian realities won elections. Not all his competitors took their loss with ease.
One of them, who balloted as head of science and researh insititute, sliced off his own testicles protesting very low electorate activity. Frankly speaking, he had certain grounds to be upset - he got about 100 votes that makes 0.035% of all who bothered to vote.
While I don't want to express extra cynicism, I have to admit that story reminds me of "Ultimative proof method" described once by Stanisav Lem.
