Below is rough translation from Ukrainian:
The story was aired at 8pm local time on this July 29, 2002. This apparently took place in the Ukrainian city of Lugansk. A local municipal boss, also an MP (Member of Parliament), went for a walk with his friend and a dog. The dog is a large size boxer type. At some point these three met a young army officer accompanied by two women, fearing for the women or perhaps just showing off, the officer commented that a dog of such statue should be kept on a leash. Feeling insulted and possibly after additional arguments the MP pulled out a hand grenade! to deal his opponent a final blow. The grenade was thrown in the general direction of the officer and just as effectively returned to the owner by his leash-less dog, elapsed time of a bout 3.5 seconds. Ukrainian MP and his Boxer dog were pronounced dead on the scene, MP's friend received minor injuries.
(One suspicious detail: the grenade type mentioned by the TV station, RGD-1 is a Soviet smoke grenade not a deadly fragmentation one, I'd wait for the confirmation from other sources before publishing, if true, this is awesome!).
