What's Wrong With This Picture

I'm not sure what is more wrong, the worker with a plastic bag over their head securely tucked into their clothes or the fact that a photographer had to shoot the picture. Did he go back to the office and tell his friend "Y'all ain't going to believe this"? Don't they write in Chinese "This bag is not a toy"?

Bag seems untucked at the back, no condensation in the bag visible so I think a good supply of air. Fairly silly though.
